The Assessor's Office is responsible for discovering, listing and valuing all real property, business personal property, and motor vehicles located within the Town of South Windsor as of October 1 each year in accordance with Connecticut State Statutes. We also administer various state and local benefit programs for our Elderly and Disabled Homeowners, as well as our Veterans and Legally Blind residents. The Assessor's primary duty is to determine the value of all taxable and tax exempt Real and Personal Property for the purpose of equitable tax distribution throughout the Town of South Windsor. Real property is assessed at 70% of a base year of value established on the October 1, 2022 revaluation. Personal Property and Motor Vehicles are also assessed at 70% annually.

Our objectives are to provide South Windsor taxpayers with courteous and responsive service, and to maintain an equalized tax base according to State Statute and professional standards. 

 


2024 Grand List Changes in Motor Vehicle Valuation

 
Effective with the October 1, 2024 Grand List, Assessors statewide will utilize the Manufacturer Suggested Retail Price (MSRP) of your vehicle, and apply the statutory depreciation schedule to calculate the depreciated value of your vehicle. The South Windsor Town Council adopted a modified depreciation schedule as of March 17, 2025 (HB 7067), see below.
 
The depreciated value will then be multiplied by the statewide assessment ratio of 70%, producing the assessed value of your vehicle for taxation. 

The assessed value of your vehicle will automatically decrease according to the depreciation schedule. Your vehicle will be assessed at no less than 500 for taxation purposes at any time.

 Additionally, any snowmobile, all-terrain vehicle, or residential utility trailer, provided such property is exclusively for personal use and not for business use, is exempt for taxation starting with the 2024 Grand List and forward. 

While still required to be registered with the Department of Motor Vehicles, these types of vehicles will be treated as personal possessions and no longer subject to local property taxation.
 
Clicking here will bring you to the Office of Policy and Management notice to Taxpayers regarding this change in valuation. The South Windsor Town Council adopted a different depreciation schedule at their March 17, 2025 meeting to start the depreciation schedule at 90%. 
 

Motor Vehicle Bill Adjustment Information:

 

Remember, if a registered vehicle has been sold or disposed of, please be sure to notify our office. You can submit the proper paperwork (bill of sale, canceled plate receipt, junked receipt, trade-in information, etc.) a few different ways:

  1. Through our Webform which can be found under the "Motor Vehicle Bill Adjustment" tab to the left of the screen.
  2. Emailed to: Assessor@southwindsor-ct.gov
  3. If you have no computer access you may mail to: 1540 Sullivan Ave, South Windsor CT 06074, Attention: Assessor's Office

2024 Grand List - December 31, 2026
2023 Grand List - December 31, 2025
2022 Grand List and prior - cannot be adjusted, only removed with proper proof.

New Veteran's Public Act 24-46:

 

The Assessor's Office would like to notify all Veterans of new legislation taking place for the 2024 Grand List. Under the new legislation of PA 24-46 there will be a property tax exemption for veterans who have a service-connected permanent and total disability rating as determined by the United States Department of Veteran Affairs. 

If you receive this rating from the VA, please be sure to verify with our office that a 100% service-connected permanent and total disability rating is on record. You may email us here: assessor@southwindsor-ct.gov or call: 860-644-2511 ext. 2312.
