2019 INCOME & EXPENSE FORMS
The 2019 Income and Expense Forms were mailed out on Monday, April 13, 2020. Because of the COVID-19 pandemic there has been an Executive Order in place by the Governor to extend the deadline to file until August 15, 2020. If you need a copy of the Income & Expense Form please click here.
* HOMEOWNER'S PROGRAM UPDATE INFORMATION *
Due to the public health emergency declared based on the outbreak in COVID-19 the Governor has issued an Executive Order regarding the Elderly Homeowner's Tax Relief Program effective April 1, 2020.
If you were due to reapply for the Homeowner's Program this year by May 15th and you have not done so, please see information below:
Any resident who is already on this tax relief program, and has not re-applied, is NOT required to re-file this year. Your benefit will remain the same as your last filing year. The next time you will need to apply will be February 1 - May 15, 2022 for the 2021 Grand List.
New applicants must still apply by May 15, 2020. Any NEW applicant wishing to apply after May 15 must request an extension of time to apply from OPM on or before August 15, 2020. Requests for extension for COVID-19 related reasons will be approved.

The motor vehicle tax bill covers the period of October 1, 2019 through September 30, 2020. If a vehicle was replaced after 10/1/2019 and the registration was transferred to another vehicle, this bill is still due. You will recieve an automatic credit for this vehicle on a supplemental bill in January 2021. For vehicles sold, stolen, totally destroyed and the registration was not transferred to another vehicle, or if you have moved out of state, you may be eligible for a tax credit. To obtain a credit, you must furnish proof as required by the Assessor - Phone: 860-644-2511 ext. 312.
To adjust your 2018 Motor Vehicle bill, please provide all information by December, 2020.

The Assessor’s Office is responsible for discovering, listing, and valuing all real property, business personal property, and motor vehicles located within the Town of South Windsor as of October 1 of each year in accordance with Connecticut State Statutes. We also administer various state and local benefit programs for our Elderly and Disabled Homeowners, as well as our Veterans and Legally Blind residents. The Assessor’s primary duty is to determine the value of all taxable and tax exempt Real and Personal Property for the purpose of equitable tax distribution throughout the Town of South Windsor. Real property is assessed at 70% of a base year of value established on the October 1, 2017 revaluation. Personal Property and Motor Vehicles are also assessed at 70% annually.
Our objectives are to provide South Windsor taxpayers with courteous and responsive service, and to maintain an equalized tax base according to State Statutes and professional standards.

2019 Homeowner's Application Information:
** Filing Period: February 1, 2020 - May 15, 2020 **
It may be your time to reapply for the Homeowner' Benefit and Additional Veteran's Benefits! If it is your year to reapply, we have mailed a reminder letter to you in early February. If you are reapplying or are interested in applying for this program you must meet the following requirements:
- Must be 65 years old (or older) by 12/31/2019
- Must have owned your home on October 1, 2019
- Must reside in your South Windsor home
- Must meet the following income requirements:

|$37,001 - $41,000||Local Option 1 - $195 tax credit|
|$41,001 - $50,000||Local Option 2 - $195 tax credit|
|Married||$0 -$45,100||State & Local Option Match|

|$49,101 - $65,000||Local Option 2 - $195 tax credit|
