2022 Revaluation Information

For sales information obtained during the revaluation process: Please see below to access the Town of South Windsor Residential sales map. This map shows all residential sales from October 1, 2021 - September 15, 2022. This information was used during the Mass Appraisal process for the 2022 Town-wide Revaluation.

The 2022 Revaluation letters were mailed to all property owners as of Monday, November 7, 2022. If you had an informal hearing with Visions Government Solutions (via phone conversation), a second notice has been mailed to you on January 31, 2023 noting if there was any assessment change after your hearing. If you still disagree with the assessment of your property, you may go to the Board of Assessment Appeals to dispute the assessment. You must file a Board of Assessment Appeals application with the Assessor's Office on or before February 20, 2023. We hope you find this page as a helpful resource to some of the questions you may have about the Town of South Windsor's 2022 Revaluation Page. Each month the Assessor's Office submits a section to the Town Manager's Report for the Town Council following the Revaluation process. The entries below follow what we have submitted to the Town Council. A Revaluation is required statutorily (CGS 12-62) every five (5) years, the Town of South Windsor 2022 Revaluation began January 2022. 

A Revaluation is the process of performing all of the necessary Market Analysis and Valuation steps to determine accurate and equitable values for all properties within a municipality. The purpose of a Revaluation is not to raise taxes, rather it is to create an equitable distribution of the tax load. During a revaluation a physical inspection of both the interior and exterior of each property may be conducted. Since data on all properties is maintained by the Assessor's Office, this next step is not necessarily required for valuation or statistical updates although inspections of sale properties or a certain percentage of houses may be conducted as part of the project. While data collection is being conducted, appraisers are studying the recent market sales in order to gain a full understanding of the real estate market in South Windsor. This study of recent property sales allows the appraisers to establish valuation models used to estimate the value of properties that have not sold using comparisons with recent sales. The valuation models are applied to all non-sale properties in order to approximate the market value of each property.
