Town Manager

Michael Maniscalco is a native of Connecticut and a graduate from the University of South Dakota with an undergraduate degree in History and a Master’s Degree in Public Administration.

Michael started his career as the Program Coordinator for a National Leadership grant from the White House. At the completion of the grant period he was hired as the Program Manager of the Autism Program of Illinois and was the second in command for providing services to over 20,000 families of children affected by Autism. Next, Michael was appointed Executive Director of the Logan County Economic Development Partnership where he was instrumental in the passage of the County's Economic Development Master Plan, the recruitment of two of the Country’s largest wind farms, and an electric utility aggregation project. In 2012, Michael took over as the Town Manager for the Town of East Hampton where he served at the pleasure of the Town Council until 2019.

On July 15, 2019, Mr. Maniscalco formally took office as the Town Manager for the Town of South Windsor.
