August 4, 2020 - The Town of South Windsor will begin to inspect properties with foundation issues that have been reported to the Assessor's Office during COVID-19, on August 5, 2020. Please click here for more information from the Assessor's Office

March 6, 2020 - There will be a Public Hearing before the State of Connecticut's Banking Commmittee on Tuesday, March 10, 2020 at 10:00 am in Room 2C of the LOB. Item 12 is relevant to crumbling foundations. The link to the bill can be found in the agenda. Click here for the agenda. 

March 5, 2020 - There will be a Public Hearing before the State of Connecticut's Insurance and Real Estate Committee on Tuesday, March 10, 2020 at 11:00 am in Room 2D of the LOB. October 17, 2019 - The Quarry Quality Control Working Group will be having three upcoming public meetings at the Legislative Office Building located at 300 Capitol Ave, Hartford, CT 06106. Here are the dates, times, and locations for the meetings:

  • Thursday, October 17th at 12:30 PM in Hearing Room 2D - Quarry Standards sub-group

July 26, 2019 - The Connecticut Coalition Against Crumbling Basements will be holding the 2nd Annual International Crumbling Concrete Symposium on Saturday, October 5, 2019 at 10:00am at Ellington High School, 37 Maple Street, Ellington, CT. July 1, 2019 - Becker Construction Company has signed an Assurance of Voluntary Compliance with the State of Connecticut through June 30, 2021. Click here to view the AVC.

April 15, 2019 - Twenty-one members of the Connecticut General Assembly have sent a joint letter to Governor Lamont, Attorney General Tong, and Insurance Commissioner Mais requesting an investigation into possible Connecticut Unfair Insurance Practices Act (CUIPA) violations by insurance companies as it pertains to crumbling foundations. March 4, 2019 - The State Insurance and Real Estate Committee and Planning and Development Committee will hold a public hearing on Friday, March 8, 2019 at 1:00 P.M. in Room 2E of the LOB. Click here for the agenda

February 6, 2019 - From the State of Connecticut: "The Banking Committee will hold a public hearing followed by a committee meeting on Thursday, February 7, 2019 at 1:00 P.M. in Room 2C of the LOB. Sign-up for the hearing will begin at 12:00 P.M. in Room 2401 of the LOB. Please email written testimony in Word or PDF format to BAtestimony@cga.ct.gov. The Committee requests that testimony be limited to matters related to the items on the Agenda. Speakers will be limited to three minutes of testimony. The Committee encourages witnesses to submit a written statement and to condense oral testimony to a summary of that statement. Unofficial sign-up sheets have no standing with the Committee. All public hearing testimony, written and spoken, is public information. As such, it will be made available on the CGA website and indexed by internet search engines."

These two proposed bills will be discussed at the public hearing.

November 15, 2018 - There will be a Joint Informational Forum (click here for the agenda) with the State of Connecticut's Insurance and Real Estate Committee, Public Safety Committee, and Planning and Development Committee on Friday, November 16, 2018 at 11:00am. It will be held in Room 2D of the LOB, and it will also be televised on CT-N.  .

October 31, 2018 - CFSIC will not launch on November 15 as previously planned due to the volume of comments during the thirty-day public comment period. They are anticipating a delay of about one month. The new launch date will be announced once the Board meets and considers all comments and implements any changes. 

October 24, 2018 - The IRS Webinar on Deteriorating Concrete Foundations was held today at 10:00am. Click here for a PDF of the webinar. The actual webinar with audio will be made available on the IRS website in the near future. The following IRS Revenue Procedures were referenced in the webinar: IRS Revenue Procedure 2017-60 and IRS Revenue Procedure 2018-14.  As this is Federal tax deduction information, this is for reference purposes only, and the Town cannot provide any specific recommendations or assistance regarding these items.

October 22, 2018 - The South Windsor Public Library provided a live broadcast of the IRS Webinar on deductions for crumbling foundation repair expenses in the Friends Room on Wednesday, October 24, 2018 at 10:00am. This was a convenient place for citizens who are affected to see the presentation even if they do not have computer access at home. 

October 16, 2018 - Congressman John B. Larson (CT-01) and Congressman Joe Courtney (CT-02) announced that the Internal Revenue Service (IRS) had provided them with clarifying information that will offer additional tax relief to homeowners with crumbling foundations. October 16, 2018 - On Friday, October 19, 2018, there will be a briefing and Q&A with the US Army Corp of Engineers. The meeting will be held at 12:00pm in Room 2C of the Legislative Office Building and will be open to the public. Click here to view the federal tax benefits that were discussed.

October 15, 2018 - The website for the Connecticut Foundation Solutions Indemnity Company aka CFSIC (the captive insurance company created as a result of a Public Act in 2017) is now up and running at www.crumblingfoundations.org. The application information is located under the "Getting Started" tab. Please note that you will not be able to apply to the CFSIC program until November 15, 2018. 

October 12, 2018 - The Connecticut Coalition Against Crumbling Basements is holding a public meeting on Saturday, October 13, 2018 at 10:00am at the Ellington High School Auditorium, 37 Maple Street, Ellington. Michael Maglaras, the Captive Insurance Superintendent, will discuss underwriting guidelines and process, discuss eligibility, respond to homeowner questions, and lay out the operations of the company.

September 5, 2018 - There will a public information meeting held on Thursday, September 13, 2018 from 3:00pm to 5:00pm in the Council Chambers at the South Windsor Town Hall. This meeting will be hosted by Mayor Saud Anwar, and the guest speaker will be Nick Scaglione, President of Concrete Research & Testing. All towns are welcome to attend. July 25, 2018 - The State Bond Commission passed the FY 2018 Bonding of $20,000,000 for the Crumbling Foundations Assistance Fund.

May 8, 2018 - On Saturday, May 12 from 10:00am to 12:00pm, Congressman Joe Courtney and Senior IRS Liaison Joseph S. McCarthy will be offering a presentation for homeowners on the applicability of the casualty loss deduction. This presentation will be held at Ellington High School, 37 Maple Street, Ellington. April 27, 2018 - Crumbling Foundations Captive Insurance Company Selects Superintendent

April 16, 2018 - Applications for the Board of Directors for the Crumbling Foundations Captive Insurance Program that will be established are now available. Please click on the date of this announcment or this link for more information. The deadline for submitting applications to the Incorporator is Friday, April 27, 2018 by 5PM EST.

February 2017 - List of Proposed State Legislature Bills on Crumbling Foundations. Some bills will be heard at the State's February 28 Joint Public Hearing.

February 28, 2017 - CRCOG Press Conference will be held at 9:30 a.m. prior to the Joint Public Hearing.

Information for State of Connecticut Public Hearing: On February 28th there will be a joint public hearing with the Planning and Development Committee, Insurance Committee, the Banks Committee and the Public Safety Committee. All four committees will hear bills regarding crumbling foundations in order to make it easier for people to testify. The February 28th public hearing will be held at the Legislative Office Building in Hartford, and will start at 10 a.m. in Room 2C.

February 22, 2017 - A public forum for residents will be held in the Town Council Chambers at the South Windsor Town Hall at 6:00 p.m. on Wednesday, February 22, 2017 to discuss upcoming legislative bills and updates from CRCOG.
