REPLACEMENT OF THE MAIN STREET BRIDGE OVER THE PODUNK RIVER BRIDGE NO. 04174
Notice is hereby given that the Town of South Windsor, Connecticut shall accept sealed bids for the:
REPLACEMENT OF THE MAIN STREET BRIDGE OVER THE PODUNK RIVER BRIDGE NO. 04174
Bids shall be accepted electronically on the Bid Express service at www.bidexpress.com until 2:00 p.m. prevailing Local Time, October 28, 2021, at which place and time said bids shall be opened and evaluated.
In general, the work to be performed under this contract consists of the demolition and removal of an existing bridge and replacement with the construction of a new bridge that crosses over the Podunk River on Main Street. The work includes demolition and removal of the existing bridge, construction of a new bridge abutments and structure, replacement of the water main, some roadway; guard rails; and other associated construction activities.
State law requires a minimum of twenty-five (25%) percent of the state-funded portion of the contract for award to subcontractors holding current certification from the Connecticut Department of Administrative Services (“DAS”) under the provisions of CONN. GEN. STAT. 4a-60g, as amended. (25% of the work with DAS certified Small and Minority owned businesses and 25% of that work with DAS certified Minority, Women and/or Disabled owned businesses.) The contractor must demonstrate good faith effort to meet the 25% set-aside goals.
The contractor who is selected to perform this State funded project must comply with CONN. GEN. STAT. 4a-60, 4a-60a, 4a-60g, and 46a-68b through 46a-68f, inclusive, as amended by June 2015 Special Session Public Act 15-5. An Affirmative Action Plan must be filed with and approved by the Commission on Human Rights and Opportunities prior to the commencement of construction.

The award of this contract is subject to the following conditions and contingencies:
- The approval of the project, this bid and this contract by Municipal and State agencies as may be required by law.
- The appropriation of adequate funds by the proper Municipal and State agencies.
The Town of South Windsor, Connecticut reserves the right to reject any or all bids submitted in response to this Invitation to Bid. The Town reserves the right to waive any informality, defect or irregularity in any or all bids if such action is in the best interests of the Town.
