PLEASANT VALLEY ROAD/ CLARK STREET SIDEWALKS AND BIKEWAY CONNECTIONS

INVITATION TO BID

Notice is hereby given that the Town of South Windsor, Connecticut shall accept sealed bids for the:

PLEASANT VALLEY ROAD/ CLARK STREET SIDEWALKS AND BIKEWAY CONNECTIONS

Bids shall be accepted at the Office of the Town Manager, Town Hall, 1540 Sullivan Avenue, South Windsor, Connecticut, 06074 until 11:00 a.m., Prevailing Local Time, October 14, 2021 at which place and time said bids shall be opened publicly and read aloud.  Each bid shall be in a separate sealed envelope marked with the project name above.

In general the work to be performed under this contract includes construction of 3,900 feet of concrete sidewalks and concrete ramps, a precast concrete modular retaining wall, 280 feet of asphalt multi-use path, remove and replace signage, and the reconstruction of driveway aprons, topsoil and turf establishment.  

The contractor who is selected to perform this State funded project must comply with CONN. GEN. STAT. 4a-60, 4a-60a, 4a-60g, and 46a-68b through 46a-68f, inclusive, as amended by June 2015 Special Session Public Act 15-5. An Affirmative Action Plan must be filed with and approved by the Commission on Human Rights and Opportunities prior to the commencement of construction.

State law requires a minimum of twenty-five (25%) percent of the state-funded portion of the contract for award to subcontractors holding current certification from the Connecticut Department of Administrative Services (“DAS”) under the provisions of CONN. GEN. STAT. 4a-60g, as amended. (25% of the work with DAS certified Small and Minority owned businesses and 25% of that work with DAS certified Minority, Women and/or Disabled owned businesses.) The contractor must demonstrate good faith effort to meet the 25% set-aside goals.

Copies of the Contract Documents may be obtained on-line via the Town website – www.southwindsor-ct.gov. The documents, including plans, will be posted under Bids/RFPs-Open Bids.  Paper copies of the  Contract Documents, including plans, will also be available at the Engineering Department for a non-refundable deposit of $35.00. 

The award of this contract is subject to the following conditions and contingencies:

  1. The approval of the project, this bid and this contract by Municipal and State agencies as may be required by law.
  2. The appropriation of adequate funds by the proper Municipal and State agencies.

The Town of South Windsor, Connecticut reserves the right to reject any or all bids submitted in response to this Invitation to Bid. The Town reserves the right to waive any informality, defect or irregularity in any or all bids if such action is in the best interests of the Town.
