Special Services

The Special Services division of the police department is comprised of specialized units and assignments.  These units and assignments include the Criminal Investigations Unit, the Traffic Safety and Enforcement Unit, the Youth and Victims Unit,  the Youth Service Officer and School Resource Officers, as well as the officers assigned to regional efforts such as the East Central Narcotics Task Force (ECNTF), the Center for Digital Investigations (CDI), and Metro Traffic Services (MTS).  The civilian chaplain program is also part of Special Services.  The officers assigned to Special Services receive additional training and experience in their respective fields.  There are approximately thirteen officers serving in the division in the various assignments.

Commander of Special Services

Lieutenant Glenn M. Buonanducci was promoted in November of 2015 and served as Commander of Operations from 2015-2021.  He currently serves as the Special Services Division Commander.  LT. Buonanducci grew up in South Windsor and is a graduate of South Windsor High School.  He began his career with the South Windsor Police Department as a C156ommunity Service Officer in 1994.  In 1999 he was hired as a Police Officer.  Prior to being hired as a Police Officer he was a member of the 143rd Military Police Company of the Connecticut Army National Guard.  He earned the rank of Sergeant before receiving and Honorable Discharge.  In 2012, LT. Buonanducci earned a Bachelor of Arts degree in political science from Charter Oak State College. 

                LT. Buonanducci served in many roles during his career.  He served as a Traffic Crash Investigator with the department’s Traffic Unit for 2 years and obtained his certification as a Traffic Crash Reconstructionist.  He was a Police Canine Handler with his partner Boris for 4 years.  LT. Buonanducci took on additional duties including Field Training and Evaluation Program Coordinator and Emergency Medical Services Coordinator.  In 2004 LT. Buonanducci was promoted to the rank of Agent and served as a first line supervisor in Patrol.  In 2012 he was promoted to the rank of Sergeant and was assigned to Patrol as a Watch Commander.  In 2013 LT. Buonanducci was reassigned to the Traffic Unit, this time as the unit supervisor and local traffic authority designee.

                LT. Buonanducci also participated in regional efforts.  He is the Commander of the Capitol Region Emergency Services Team where he has served as a tactical operator and as the team’s first Tactical Medic.  LT. Buonanducci was is a member of the Metro Traffic Services Regional Partnership where he is the Executive Liaison and an active member of the Crash Reconstruction Team.

                LT. Buonanducci is a Police Officer Standards and Training certified Instructor.  He teaches firearms, OC spray, baton, handcuffing, TASER, traffic stops and Tactical Emergency Casualty Care.  LT. Buonanducci was a Field Training Officer and Honor Guard Member.  He has earned the agency’s Medal of Valor, 4 Life Saving Awards, 4 Chief’s Awards and 2 awards for Physical Fitness Excellence.
