The Support Services Division includes the public safety dispatch function. Public safety communications for police, fire and medical are handled through the dispatch center in the police facility. This is the state designated Public Safety Answering Point (PSAP) for South Windsor. The Division also provides for a number of other support services for the police department. The division employs a total of 13 positions.
Commander of Support Services
Lieutenant Rick Watrous is a native of New London, CT. He graduated from Ledyard High School in 1988. Lt. Watrous worked on several commercial fishing boats in New London County after high school and while attending Central Connecticut State University from 1988-1992, where he obtained his Bachelor’s degree.
Lt. Watrous was hired as a South Windsor Police Officer in 1993 where he has worked as a patrol officer and police supervisor. In 1996, Lt. Watrous was assigned to the Tri-Town Narcotics Task Force, a multi-jurisdictional team charged with investigating drug trafficking in Hartford County. Lt. Watrous subsequently served with the United States Drug Enforcement Administration (DEA) as a Task Force Officer where he worked with a team of local, state and federal officers to thwart interstate narcotics trafficking.
Lt. Watrous was an inaugural member of the Special Enforcement Unit (SEU) in 1998. This led to a 2 ½ year assignment as a Detective in the South Windsor Police Department’s Investigations Division.
During his tenure with the South Windsor Police Department he was promoted to the rank of Police Corporal in 1997 and Police Sergeant in 2007. During this time, Lt. Watrous expanded upon his recreational SCUBA certifications and became a certified Police Diver where he was subsequently assigned to the Capitol Region Emergency Services Dive Team (CREST). Lt. Watrous also served as a member of the CREST regional tactical team for over six years as a Police Sniper and Operator where the team responded to mediate critical incidents in Hartford County.
Lt. Watrous was promoted to the rank of Police Lieutenant in 2011. As the Operations Lieutenant he was responsible for the officers on Patrol, Youth/Victim Services and Criminal Investigations.
Presently, Lt. Watrous is the Support Services Commander where he maintains oversight of his division’s budget while supervising Public Safety Dispatch, Evidence, Fleet Services, and the Records Division.
